<h2 class="wp-block-heading">Преследования верующих</h2>



<p>Возбуждено новое уголовно дело в отношении пенсионерки-католички из Миор<strong> <a href="https://belarus2020.churchby.info/stepulenok-emma/">Эммы Степуленок</a></strong> по ст. 369 УК РБ (оскорбление представителя власти). Эмме Степуленок 71 год и она недавно вышла на свободу, отбыв срок по«делу Зельцера». Тогда она была осуждена на 2 года колонии по похожему составу – за оскорбление Лукашенко (ст. 368 УК РБ) и представителя власти (ст. 369 УК).</p>



<p>В Миорах также прошло заседание по административному делу в отношении католика <strong>Юрия Петровича Борисенко</strong>. Заседание в суде Миорского района прошло <strong>22 октября 2024 года</strong>, судила верующего Ирина Яскевич. Борисенко вменялось правонарушение по ч. 2 ст. 19.11 (распространение «экстремистских» материалов), он сам – бывший участковый инспектор Повятского, Узмёнского и Перебродского сельсоветов, а также учитель истории школы в Узмёнах.</p>



<p>Еще одну католическую верующую – 59-летнюю католичку<strong> Тересу Разводовскую</strong> из Глубокого – подвергли преследованию по административным статьям. <strong>4 октября 2024 года</strong> в суде Глубокского района состоялось заседание, которое рассмотрело совершение Разводовской правонарушений по ч. 2 ст. 19.11 (распространение «экстремистских» материалов) и по ч. 1 ст. 24.23 («онлайн-пикетирование»). Обычно в качестве таковых действий вменяются публикации в соцсетях, хотя в своих соцсетях женщина публиковала, как правило, новости из жизни беларусского Костела — сообщения о праздниках, проповеди. Дело рассматривала судья Елена Кот, но результат суда остается неизвестным.</p>



<p><strong>4 октября 2024 года </strong>суд Центрального района рассмотрел дело заведующего канцелярии Гомельской епархии Белорусской Православной Церкви <strong>Василия Чернякова</strong>, которого обвиняли по ч.2 ст. 19.11 КоАП РБ (распространение «экстремистских» материалов). Судил верующего Денис Дребезов, однако результат суда остается неизвестным.</p>



<p><strong>7 октября 2024 года</strong> был задержан<strong> ксендз Юрий Боровнев</strong>, настоятель римско-католического прихода Сердца Иисуса в аг. Крулевщина, Докшицкого района (Витебская область). Священнику вменили хранение и распространение «экстремистских материалов» (ч.&nbsp;2&nbsp;ст.&nbsp;19.11 КоАП РБ) и подвергли административному взысканию в виде ареста на <strong>10 суток</strong>.</p>



<p><strong>8 октября 2024 года </strong>по такому же обвинению, распространение «экстремистских материалов» (ч. 2 ст. 19.11 КоАП РБ), состоялся суд над ксендзом в другом регионе Беларуси – в г. Горки Могилевской области. Судья Яскович рассматривал дело <strong>ксендза Андрея Кевлича</strong>, декана Могилевского деканата, настоятеля римско-католического прихода Матери Божьей Белыничской в г. Горки. Священник ранее уже подвергался задержанию и суду. Первое задержание произошло <strong>18 апреля 2022 года</strong> – сразу после мессы его отвезли в Горецкий РОВД и составили протокол по ч. 2. ст. 19.11 КоАП — в связи с репостами со страниц независимых сми «Белсат» и «Радио Свобода» в фейсбуке, которые касались российской военной агрессии против Украины. Тогда у него был изъят мобильный телефон и суд, который состоялся <strong>12 мая 2022 года,</strong> назначил ему штраф в размере 20 базовых величин.</p>



<p><strong>23 октября 2024 годя </strong>за «экстремизм» взысканию подверглась еще одна католическая верующая – <strong>Анжелика Пилат</strong> из Браслава, участница паломничеств и авторка статей для католических медиа. Результат суда над ней остается неизвестным.</p>



<h2 class="wp-block-heading">Пополнение списков экстремистов и экстремистских материалов</h2>



<p><strong>14 октября 2024 года </strong>суд Молодечненского района снова добавил инстаграм католика Максима Гацака в список экстремистских материалов. Ранее тот же суд <a href="https://t.me/christianvision/3973">признал</a> «экстремистскими материалами» уже недействующий профиль католического журналиста Максима Гацака в сети инстаграм.</p>



<p>Два религиозных деятеля также были внесены в списки лиц, причастных к экстремистской деятельности. Это Роман Смирнов, бывший председатель еврейской общины г. Гродно, которого <a href="https://d3pt8vtj0yb2r5.cloudfront.net/ru/2024/08/15/raman-smirnou-sud/?utm_source=tg">осудили</a> за оскорбление Лукашенко (ч. 1 ст. 368 УК РБ) в августе этого года. Перед этим, в апреле, его задерживали с использованием бойцов отряда специального назначения «Тайфун».</p>



<p>Также в «экстремистском» списке МВД появилось имя католического интеллектуала Петра Рудковского, заочно приговоренного к <strong>11 годам лишения свободы </strong>по делу «аналитиков Тихановской». Рудковский — бывший директор Белорусского института стратегических исследований, известный в Беларуси католический интеллектуал, который ведет постоянную <a href="https://t.me/vaticannewsbe">рубрику</a> «Эфата» на Ватиканском радио. Кроме «экстремистского списка», его имя пополнило и список лиц, якобы причастных к «террористической деятельности».</p>



<p>Преследования через обвинения в экстремизме вызывают беспокойство у белорусских религиозных организаций и деятелей. Католические священники исчезают из соцсетей, а Синодальный информационный отдел Белорусской Православной Церкви <a href="http://church.by/news/obrashenie-sinodalnogo-informacionnogo-otdela-belorusskij-pravoslavnoj-cerkvi-v-svjazi-s-faktami-rasprostranenija-nedostovernoj-informacii">опубликовал</a> специальное обращение, в которых предупредил об опасности подписки на различные телеграм-каналы, которая «может повлечь за собой правовую ответственность».</p>



<p>Католические епископы также просят своих подчиненных священников удалять страницы в соцсетях, особенно это касается тех из них, кого задерживали и судили за якобы хранение экстремистской продукции – имеется в виду подписка на страницы независимых медиа.</p>



<p>После событий 2020 года белорусский режим начал зачистку медийного поля, признавая независимые средства массовой информации, веб-сайты, телеграм-каналы, социальные сети, а также символы, связанные с мирным протестом, «экстремистсткими материалами». В результате под административное преследование по ст. 19.11 КоАП попадают лица, которые пересылают информацию с данных источников информации, либо информацию, которая содержит логотипы данных источников информации.</p>



<p>Систематически экстремистскими материалами признаются веб-сайты, каналы и социальные сети белорусских религиозных деятелей и сообществ. Также экстремистскими материалами признаются публикации, посвященные деятельности религиозных организаций.</p>



<p>Власти также ограничивают доступ к религиозным материалам и ресурсам, в том числе правозащитного характера.</p>



<p>Удаление аккаунтов и публикаций не гарантирует отсутствие преследований – священников судят за публикации многолетней давности, еще до событий 2020 года, и у силовиков собраны скриншоты таких публикаций, которые они и оформляют протоколом, что влечет дальнейшее преследование.</p>



<p>«Христианская визия» ведет <a href="https://belarus2020.churchby.info/presledovanie-religioznogo-soobshhestva-v-belarusi-cherez-obvineniya-v-ekstremizme/">мониторинг</a> случаев препятствования распространению независимой информации.</p>



<h2 class="wp-block-heading">Перерегистрация религиозных организаций и ликвидация организаций, связанных с религией</h2>



<p>В<strong> октябре 2024 год</strong>а «Христианской визии» стало известно, что Уполномоченный по делам и национальностей — контролирующий орган в сфере деятельности религиозных организаций — требует от руководителей религиозных организаций, которые подают свои <strong>уставы на перерегистрацию</strong>, чтобы они включали в них положения, в соответствии с которыми запрещается, чтобы руководителем и учредителями религиозной общины были «лица, включенные в определяемые в установленном законодательством порядке перечни организаций, формирований, индивидуальных предпринимателей и граждан, <strong>причастных к экстремистской деятельности</strong>, перечень организаций и физических лиц, в том числе индивидуальных предпринимателей, <strong>причастных к террористической деятельности</strong>».</p>



<p>Такой запрет уже содержится в новом репрессивном законе «О свободе совести и религиозных организациях» (ст. 12). Тем не менее это положение требуют включать в уставы дополнительно — ради усиления давления на религиозные организации, а также создания новых оснований для ликвидации религиозной общины — из-за нарушения ее устава.</p>



<p>В список «экстремистов» вносятся граждане Беларуси, преследуемые по политическим основаниям в уголовном порядке по протестным статьям. Таким образом, задержание любого учредителя и руководителя религиозной организации по политическим мотивам может привести и к его преследованию внутри религиозной организации (увольнение с должности руководителя, исключение из числа учредителей), в противном случае под риском преследования оказывается вся религиозная организация в целом.</p>



<p>Также Уполномоченный по делам религий, Александр Румак, уже открыто в <a href="https://ont.by/news/mogut-li-svyashenniki-uchastvovat-v-mitingah-i-prizyvat-k-protestam-rasskazal-upolnomochennyj-po-delam-religij-i-nacionalnostej">эфире</a> на телеканале ОНТ пригрозил религиозным организациям, в случае, если они будут вмешиваться в политику, а священники будут участвовать в протестах, критиковать государство и призывать к политической активности. И снова расширил <a href="https://pravo.by/document/?guid=3871&amp;p0=V19202054">требования</a> Закона «О свободе совести и религиозных организациях», в котором указано: «Религиозным организациям запрещается заниматься политической деятельностью, участвовать в деятельности политических партий и оказывать им финансовую и иную поддержку». Несмотря на то, что в законе нет запрета на участие священников в митингах, которые не связаны с определенной политической силой, нет также и запрета на призыв к политической активности или запрета на критику властей, Уполномоченный дал понять, что санкции будут применяться не только к отдельным священнослужителям, но и ко всей религиозной организации в целом.</p>



<p>Румак заявил, что &nbsp;«… попытки критиковать государство, подвергать осуждению действия государства в поддержании общественного порядка – всему этому дается оценка». Новый закон в случае критики политики режима, предусматривает даже роспуск религиозной организации (ст. 23) – политическая нелояльность к государственной власти не допускается, как то деятельность, идущая в противоречии с «основными направлениями внутренней и внешней политики» (ч. 2 п. 2). 10 ст. 8), «дискредитация Республики Беларусь» (п. 3 п. 10 ст. 8), «иная экстремистская деятельность» (п. 3 п. ст. 8).</p>



<p>Румак также пожаловался на белорусских священнослужителей, отметив, что есть «примеры среди представителей разных конфессий, когда к ответственности привлекались священнослужители за те или иные действия». По <a href="https://belarus2020.churchby.info/persecuted-priests-belarus-ru/">данным</a> «Христианской визии» на сегодняшний день той или иной форме преследований по политическим причинам подверглись <strong>21 православный</strong>, <strong>31 католический</strong>, <strong>5 греко-католических </strong>и <strong>29 протестантских</strong> служителей: из них <strong>1 православный</strong> и <strong>2 католических </strong>священника являются политзаключенными.</p>



<p>В <strong>октябре 2024 года</strong> стало известно о том, что местный культурно-просветительский благотворительный фонд «Кислев», зарегистрированный по адресу синагоги в г. Гродно (ул. Большая Троицкая, д. 59А) и занимавшийся продвижением еврейской культуры и истории, находится в стадии ликвидации. Заседание о ликвидации по иску Главного управления юстиции Гродненского облисполкома прошло еще 16 августа 2024 года в Гродненском областном суде.</p>



<h2 class="wp-block-heading">Новости политзаключенных христиан</h2>



<p>В октябре стало известно, что на политзаключенного ксендза <strong>Анджея Юхневича OMI,</strong> который с <strong>8 мая 2024 года</strong> находится заключении, оказывают давление, угрожая возбуждением фейкового уголовного дела, связанного с преступлениями против половой неприкосновенности несовершеннолетних. Ксендз Анджей Юхневич – священник ордена Миссионеров Облатов Непорочной Марии, служил в епархиальном санктуарии Матери Божьей Фатимской в Шумилино (Витебская область), является главой координационной группы настоятелей и представителей монашеских общин Беларуси. Он был задержан <strong>8 мая 2024 года</strong> вместе с другим священником Ордена Миссионеров Облатов, <strong>Павлом Лемехом OMI</strong>. Лемех вышел после 14 дней в заключении и вынужден был покинуть Беларусь. Юхневич же, проведя два месяца в ИВС, где он подвергался пыткам и не мог даже принять душ, пока его не перевели в СИЗО после заведения против него уголовного дела по неизвестным составам – адвокат священника находится под подпиской о неразглашении.</p>



<h2 class="wp-block-heading">Международная реакция</h2>



<p>Международная панель парламентариев за свободу религии и убеждений, которая действует на базе Норвежского Хельсинкского комитета, в октябре 2024 года завершает сбор подписей под правозащитным письмом к Александру Лукашенко, призывая прекратить нарушения в сфере свободы религии, связанные с принятием новой редакции закона. Международная панель запустила процесс подписания парламентариями из разных стран этого правозащитного письма <strong>29 апреля 2024 года.</strong> Его перевод на русский «Христианская визия» сделала и опубликовала у себя на <a href="https://belarus2020.churchby.info/pravozashhitnoe-pismo-parlamentariev-svoboda-religii-i-ubezhdenij-v-belarusi">сайте</a>.</p>



<p>После подписания письмо будет направлено также белорусским властям и в соответствующие посольства Норвегии в разных странах мира. Международная панель парламентариев завершает сбор подписей публикацией на своем сайте <a href="https://www.ippforb.com/newsroom/2024/10/10/belaruss-new-religious-law?trk=feed-detail_main-feed-card_feed-article-content">статьи</a> модераторки «Христианской визии», теологини и правозащитницы Наталли Василевич, которая подчеркивает серьезное негативное влияние указанного закона на ситуацию со свободой религии в Беларуси, отмечая, что по сравнению с предыдущей реакцией новы Закон о свободе совести еще более жестко ограничивает свободу совести.</p>



<p>Международная панель парламентариев за свободу религии и убеждений (IPPFoRB) была основана в ноябре 2014 года в Осло, Норвегия и руководствуется Хартией свободы религии и убеждений, подписанной более чем 30 парламентариями со всего мира в Нобелевском центре мира. В состав IPPFoRB входят более 350 действующих и бывших парламентариев и законодателей из более чем 97 стран мира. Организация предоставляет широкий спектр деятельности, включая обучение парламентариев, организацию мероприятий высокого уровня, исследования, сбор фактов, продвижение повестки свободы религии и налаживание сотрудничества.</p>

<p>Police warned Orthodox priest Fr Andrei Nozdrin and his church transferred him to a remote parish after he publicly opposed Russia&#8217;s renewed invasion of Ukraine, and Belarus&#8217; role in this. He insisted that &#8220;a Christian cannot say that what&#8217;s going on in Ukraine is good, and should understand that killing is a sin&#8221;. He told Forum 18 that he will continue to teach these Christian principles. The regime has similarly targeted other Orthodox and Catholic priests.</p>



<p>The regime&#8217;s current main focus of its freedom of religion and belief and related human rights violations is monitoring, threatening and punishing religious leaders and people opposing Russia&#8217;s renewed war against Ukraine and the Belarusian regime&#8217;s role in this.</p>



<p>From 2014, Orthodox priest Fr Andrei Nozdrin led the St Spyridon of Trimython parish in Grodno. He also had two diocesan roles. In April, local police summoned Fr Nozdrin for a &#8220;preventive conversation&#8221; after complaints from two informers who were not happy with his anti-war position and singing the hymn Mighty God. The hymn is associated with opposition to the regime. Both the regime and the head of the Belarusian Orthodox Church, Metropolitan Veniamin, have banned the singing of the hymn (see below).</p>

<p>&#8220;They questioned me about my statements regarding Ukraine and why we sing Mighty God in the church,&#8221; Fr Nozdrin told Forum 18. &#8220;They even talked to my neighbours and friends but found no criminal wrongdoing&#8221; (see below).</p>



<p>On 25 April, Grodno&#8217;s October District Police wrote to Fr Nozdrin warning him against alleged &#8220;extremist violations and crimes&#8221;. Fr Nozdrin pointed out that everyone knew that in his sermons and elsewhere he always insisted that &#8220;a Christian cannot say that what&#8217;s going on in Ukraine is good, and should understand that killing is a sin&#8221;. He maintains that he will continue to teach these &#8220;Christian principles&#8221; (see below).</p>



<p>On 18 May Archbishop Antony (Doronin) of Grodno dismissed Fr Nozdrin from all his diocesan roles, and transferred him away from Grodno to a small village. Fr Nozdrin regrets leaving the Grodno parish where together with the parishioners he built a church, and the largest Sunday school for children in the city. He told Forum 18 that the parishioners were upset about his transfer (see below).</p>



<p>The regime sent a police unit to attend Fr Nozdrin&#8217;s 20 May farewell service, &#8220;but the people showed them out because they did not pray,&#8221; Fr Nozdrin said. Grodno Diocese spokesperson Fr Igor Danilchik insisted to Forum 18 on 2 June that Fr Nozdrin&#8217;s transfer was Archbishop Antony&#8217;s decision alone, and claimed that the transfer was not done under pressure from the regime. He did not explain why the regime sent police to Fr Nozdrin&#8217;s farewell service. Fr Danilchik also claimed that Grodno parishioners had not complained to the Diocese (see below).</p>



<p>Two Catholic priests of Minsk-Mogilev Diocese have been accused of violating Administrative Code Article 19.11, Part 2 (&#8220;Distribution, production, storage and transportation of information products containing calls for extremist activities, or promoting such activities&#8221;) by allegedly &#8220;spreading information included in the Republican List of Extremist Materials, as well as printing, publishing and storing or transporting for further distribution of these materials&#8221;.</p>



<p>Police detained Fr Andrei Kevlich, the dean of Mogilev Deanery, on 18 April in his church in the town of Gorki in Mogilev Region. Officers searched his home and seized his phone, from which he had accessed his Facebook account. They drew up a record of an offence against him for reposting material from Belsat and Radio Free Europe (RFE), which the regime has claimed to be &#8220;extremist&#8221;. He had placed on his Facebook page a video of a female pensioner in Ukraine&#8217;s capital Kyiv who had endured Russian artillery bombardment. Fr Kevlich also added a flag in the Ukrainian colours to his Facebook picture (see below).</p>



<p>On 12 May, a court fined Fr Kevlich the equivalent of over two weeks&#8217; average wages (see below).</p>



<p>Another Catholic priest, Fr Igor Lashuk of St Kazimir parish in the town of Stolbtsy in Minsk Region, organised a special meeting for prayer on 4 March in parishes close to the Ukrainian border. While organising the meeting Fr Lashuk said: &#8220;God, please forgive your people for not knowing how to talk peacefully with each other&#8221;. Police detained him on 20 April. On 28 April, a court fined him the equivalent of over three weeks&#8217; average wages for reposting anti-war articles from the banned Belsat and RFE media outlets. The court also ordered Fr Lashuk&#8217;s mobile phone to be confiscated (see below).</p>



<p>Catholic priest Fr Andrzej Bulczak, who has now fled Belarus after the state stripped him of the right to work as a priest, was on 13 May fined over three weeks&#8217; average wages in absentia. He had posted a YouTube video of less than three minutes recounting a letter a girl writes to a friend in Poland opposing the war in Ukraine. One photo in the video shows the logo of Belsat, a Polish-based television channel the regime has deemed &#8220;extremist&#8221;, as well as the white-red-white Belarusian flag used by protestors against the regime (see below).</p>



<p>Police have also summoned and warned Orthodox priests who signed an open letter calling for &#8220;reconciliation and an immediate ceasefire&#8221; in Ukraine, published on 1 March by priests from the Russian Orthodox Church within Russia, Belarus and elsewhere. One priest who signed the open letter, who wished to remain anonymous, said &#8220;I signed it because it was important to set out my position,&#8221; he told Hrodna.life. He confirmed that he had &#8220;a dangerous conversation&#8221; at the police, meaning that the consequences could be serious (see below).</p>



<p>Orthodox theologian and human rights defender Natalia Vasilevich – who now lives outside Belarus – has warned of regime surveillance of priests&#8217; social media accounts, especially by Ideology Departments. Various regional Executive Committee Ideology Departments and the Plenipotentiary for Religious and Ethnic Affairs&#8217; office denied this to Forum 18, but clergy have told Forum 18 that they have been targeted by regime officials after expressing online opposition to the war against Ukraine (see below).</p>



<h2 class="wp-block-heading">Targeting religious opposition to war against Ukraine</h2>



<p>The regime&#8217;s current main focus of its freedom of religion and belief and related human rights violations is monitoring, threatening, and punishing religious leaders and people <a href="https://www.forum18.org/archive.php?article_id=2734">opposing Russia&#8217;s renewed war against Ukraine</a> and the Belarusian regime&#8217;s role in this. This is a shift from <a href="https://www.forum18.org/archive.php?article_id=2674">targeting those criticising regime violence after the August 2020 falsified presidential election</a>.<br><br>The regime expects religious leaders to support – or at least not contradict &#8211; the regime&#8217;s political position. Since August 2020, the Belarusian Orthodox Church – which comes under the Moscow Patriarchate and is the largest religious community in Belarus – has <a href="https://www.forum18.org/archive.php?article_id=2674">removed senior bishops and lower clergy</a> seen as disloyal to the regime. The Church has also given the regime lists of priests who have supported protests against the regime, human rights defenders told Forum 18.</p>



<h2 class="wp-block-heading">&#8220;A Christian cannot say that what&#8217;s going on in Ukraine is good&#8221;</h2>



<p>Such targeting continues. Orthodox priest Fr Andrei Nozdrin led the St Spyridon of Trimython parish in Olshanka District of Grodno. He also worked as Head of the Missionary Department of Grodno Diocese and as the diocesan official for Physical Education and Sports.<br><br>In April, local police summoned Fr Nozdrin for a &#8220;preventive conversation&#8221; after complaints from two informers who were not happy with his anti-war position and <a href="https://www.forum18.org/archive.php?article_id=2674">singing the hymn Mighty God</a>. The hymn is associated with opposition to the regime. Both the regime and the head of the Belarusian Orthodox Church, Metropolitan Veniamin, have banned the singing of the hymn.<br><br>&#8220;They questioned me about my statements regarding Ukraine and why we sing Mighty God in the church. They even talked to my neighbours and friends but found no criminal wrongdoing,&#8221; Fr Nozdrin explained to Forum 18 on 20 May. He added that police even wanted to file a criminal case against him under <a href="https://humanconstanta.org/en/extremism-in-wartime-review-of-the-fight-against-extremism-in-belarus-for-january-march-2022/">Criminal Code Article 130-1</a> (&#8220;Rehabilitation of Nazism&#8221;).<br><br>On 25 April, Grodno&#8217;s October District Police wrote that they had found no violations of the law in Fr Nozdrin&#8217;s actions. However, the letter (seen by Forum 18) noted that officers had warned him against alleged &#8220;extremist violations and crimes&#8221;.<br><br>Fr Nozdrin pointed out that everyone knew that in his sermons and elsewhere he always insisted that: &#8220;a Christian cannot say that what&#8217;s going on in Ukraine is good, and should understand that killing is a sin&#8221;. He maintains that he will continue to teach these &#8220;Christian principles&#8221;.<br><br>Forum 18 was unable to reach Konstantin Smolyakov, first deputy head of October District Police who had signed the letter detailing the police warning to Fr Nozdrin. Smolyakov&#8217;s phone went unanswered each time Forum 18 called on 8 June.</p>



<h2 class="wp-block-heading">&#8220;They did not even let me say goodbye to parishioners&#8221;</h2>



<p>On 18 May, Archbishop Antony (Doronin) of Grodno dismissed Fr Nozdrin from all his diocesan roles, and transferred him to a new parish in the small village of Komotovo (about 30 kilometres or 20 miles from Grodno). The diocese did not explain the reasons for his transfer, though it did still allow him on weekdays only to celebrate the liturgy in a Grodno parish he has not previously served in, Fr Nozdrin told Forum 18.<br><br>Archbishop Antony has also <a href="https://www.forum18.org/archive.php?article_id=2724">banned in his diocese services and prayers</a> for an end to Russia&#8217;s war against Ukraine.<br><br>After eight years of service from 2014, Fr Nozdrin regrets leaving the Grodno parish where, together with parishioners, he built a church, and the largest Sunday school for children in the city. He told Forum 18 that parishioners were upset about his transfer.<br><br>&#8220;20 May was my last day in the parish,&#8221; Fr Nozdrin said. &#8220;It was Friday and people had to take a day off from work to come to the service. There were a lot of people in the church, more than 70 communicants.&#8221;</p>



<h2 class="wp-block-heading">Regime sends police to farewell service</h2>



<p>The regime sent a police unit to attend Fr Nozdrin&#8217;s 20 May farewell service, &#8220;but the people showed them out because they did not pray,&#8221; Fr Nozdrin said. He thinks the police were sent because the regime expected public protests.<br><br>Grodno Diocese spokesperson Fr Igor Danilchik insisted to Forum 18 on 2 June that Fr Nozdrin&#8217;s transfer was Archbishop Antony&#8217;s decision alone, and was done in accordance with church regulations. Fr Danilchik also claimed that the transfer was not done under pressure from the regime. &#8220;This is an internal decision within the diocese, and it should be met with understanding.&#8221; He did not explain why the regime sent police to Fr Nozdrin&#8217;s farewell service.<br><br>Fr Danilchik also claimed that Grodno parishioners had not complained to the Diocese. &#8220;It is always sad when a priest leaves a parish, but the people should get attached to God, to Christ, not to the priest,&#8221; he claimed to Forum 18.</p>



<h2 class="wp-block-heading">Catholic priests targeted</h2>

<p>Recently, two Catholic priests of Minsk-Mogilev Diocese have been punished on charges of violating <a href="https://humanconstanta.org/en/extremism-in-wartime-review-of-the-fight-against-extremism-in-belarus-for-january-march-2022/">Administrative Code Article 19.11, Part 2</a> (&#8220;Distribution, production, storage and transportation of information products containing calls for extremist activities, or promoting such activities&#8221;). The priests were allegedly &#8220;spreading information included in the <a href="https://www.forum18.org/archive.php?article_id=2612">Republican List of Extremist Materials</a>, as well as printing, publishing and storing or transporting for further distribution of these materials&#8221;.<br><br>Punishments under Administrative Code Article 19.11, Part 2 for individuals are a fine of 10-30 base units, community service or detention, with possible confiscation of &#8220;device of the offence&#8221; (such as a computer or smartphone). Thirty base units is equivalent to over three weeks&#8217; average wages.<br><br>On 18 April (western Easter Monday), police detained Catholic priest Fr Andrei Kevlich, the dean of Mogilev Deanery, in his church in the town of Gorki in Mogilev Region. Fr Kevlich has served in the parish since September 2013.<br><br>Officers searched Fr Kevlich&#8217;s home and seized his phone, from which he had accessed his Facebook account. They drew up a record of an offence against him for reposting material from Belsat and Radio Free Europe (RFE), which the regime has claimed to be &#8220;extremist&#8221;. He had placed on his Facebook page a video of a female pensioner in Ukraine&#8217;s capital Kyiv who had endured Russian artillery bombardment. Fr Kevlich also added a flag in the Ukrainian colours to his Facebook picture.<br><br>The regime has labelled many media outlets, including <a href="https://belsat.eu/en/news/28-07-2021-belsat-officially-declared-extremist-in-belarus/">Belsat</a> and <a href="https://www.rferl.org/a/belarus-rferl-labeled-extremist/31622912.html">RFE</a>, &#8220;extremist&#8221;. Reposting or even reading articles on &#8220;extremist&#8221; media outlets <a href="https://humanconstanta.org/en/extremism-in-wartime-review-of-the-fight-against-extremism-in-belarus-for-january-march-2022/">risks punishments</a> including prison terms, fines, and confiscation of electronic devices.<br><br>Fr Kevlich denied any involvement in &#8220;extremism&#8221; and did not see any evidence or proof of the alleged offence he was charged with, Katolik.life stated on 22 April. Fr Kevlich stated on Facebook that he adheres to the teaching of the Catholic Church that the state and the Church are autonomous in their own spheres, but that both should work for the good of humanity. He said he hoped that, if convicted, he would be given a short term jail term rather than be fined, as his parish does not have much money and &#8220;it would end up cheaper&#8221;.<br><br>Several court hearings were cancelled when the Judge sent the case back to police for further work. Finally on 12 May, Judge Stanislav Lyashenko of Gorki District Court handed Fr Kevlich a fine of 20 base units (640 Belarusian Roubles), according to the decision seen by Forum 18. The Judge ordered his mobile phone to be returned to him. On his Facebook page Fr Kevlich thanked his fellow priests and parishioners who came to the hearing to support him.<br><br>Maksim Demensky, head of Gorki District Police, refused to discuss why his officers had detained Fr Kevlich and brought the administrative case against him. &#8220;I won&#8217;t discuss anything at all with you by phone,&#8221; he told Forum 18 on 8 June. He said Forum 18 could come to his office during reception hours on Thursdays. He then put the phone down.<br><br>Telephones at Gorki District Court went unanswered each time Forum 18 called on 8 June.</p>



<h2 class="wp-block-heading">&#8220;God, please forgive your people for not knowing how to talk peacefully with each other&#8221;</h2>

The court also ordered Fr Lashuk&#8217;s mobile phone to be confiscated.<br><br>Aleksandr Golikov, head of Stolbtsy District Police, refused to explain why his officers had detained Fr Lashuk and brought the case against him. &#8220;I don&#8217;t give consultations by phone,&#8221; he told Forum 18 from Stolbtsy on 8 June. &#8220;Come here to my office in person during reception hours.&#8221; He then put the phone down.<br><br>An official of Stolbtsy District Court – who did not give her name &#8211; similarly refused to explain why a Judge had fined Fr Lashuk. &#8220;In accordance with the law we don&#8217;t give information to people who are not connected to a case,&#8221; she told Forum 18 on 8 June.</p>



<h2 class="wp-block-heading">Priest fined in absentia</h2>

<p>On 7 March, Catholic priest Fr Andrzej Bulczak – a Polish citizen who has served for 14 years in Belarus – posted a video of less than three minutes on Misericors, a YouTube channel he runs which has about 160 followers. The video <a href="https://www.forum18.org/archive.php?article_id=2734">recounts a letter a girl writes to a friend in Poland opposing the war in Ukraine</a>. One photo in the video shows the logo of Belsat, a Polish-based television channel the regime has deemed &#8220;extremist&#8221;, as well as the white-red-white Belarusian flag used by protestors against the regime.<br><br>Police questioned Fr Bulczak and he was <a href="https://www.forum18.org/archive.php?article_id=2734">charged under Administrative Code Article 19.11, Part 2</a> (&#8220;Distribution, production, storage, and transportation of information products containing calls for extremist activities or promoting such activities&#8221;).<br><br>On 26 March, the regime&#8217;s senior religious affairs official, Plenipotentiary for Religious and Ethnic Affairs Aleksandr Rumak, <a href="https://www.forum18.org/archive.php?article_id=2734">stripped Fr Bulczak of his permission to serve as a foreign religious worker</a> in Belarus. On 29 March, Fr Bulczak <a href="https://www.forum18.org/archive.php?article_id=2734">decided to leave Belarus</a> without waiting for another court hearing.<br><br>On 13 May, Postavy District Court fined Fr Bulczak in absentia 30 base units (960 Belarusian Roubles, or just over three weeks&#8217; average wages).<br><br>Earlier, on 25 March, police in Mogilev detained Greek Catholic priest Fr Vasily Yegorov after <a href="https://www.forum18.org/archive.php?article_id=2734">finding a &#8220;Ukraine, forgive us&#8221; sticker</a> on his car. He was held in a detention centre for the next three days, and on 28 March a court fined him 50 base units, 1,600 Belarusian Roubles, more than a month&#8217;s average wage. He was charged under <a href="https://www.forum18.org/archive.php?article_id=2612">Administrative Code Article 23.34, Part 1</a> (&#8220;Violation of the procedure for organising or conducting a mass event or demonstration&#8221;).</p>



<h2 class="wp-block-heading">Police summon, warn other anti-war priests</h2>



<p>Police have also summoned and warned Orthodox priests who signed an <a href="https://docs.google.com/forms/d/1yOGuXjdFQ1A3BQaEEQr744cwDzmSQ1qePaaBi4z6q3w/viewform?edit_requested=true">open letter</a> calling for &#8220;reconciliation and an immediate ceasefire&#8221; in Ukraine, published on 1 March by priests from the Russian Orthodox Church <a href="https://www.forum18.org/archive.php?article_id=2725">within Russia</a>, Belarus and elsewhere. The letter condemns the suppression of protests against the war, and maintained that &#8220;we believe that the people of Ukraine should make their choice on their own, not at gunpoint, without pressure from West or East&#8221;.<br><br>Small numbers of clergy and laypeople <a href="https://www.forum18.org/archive.php?article_id=2738">in Russia continue to protest for explicitly religious reasons</a> against the renewed war in Ukraine. They often face detention, prosecution, and the loss of their jobs in consequence.<br><br>Belarusian police officers insisted that priests who had signed or supported the open letter should explain their support for the initiative, news website Hrodna.life noted on 21 April.<br><br>One priest who signed the open letter, who wished to remain anonymous, told Hrodna.life that only 20 priests from Belarus signed the document as there is a risk of pressure from the regime. &#8220;I signed it because it was important to set out my position,&#8221; he told Hrodna.life. He confirmed that he had &#8220;a dangerous conversation&#8221; at the police, meaning that the consequences could be serious.<br><br>The priest also pointed out that <a href="https://www.forum18.org/archive.php?article_id=2738">in Russia too, some priests had faced regime pressure</a> for supporting this initiative.</p>



<h2 class="wp-block-heading">Monitoring social media &#8220;the main way the regime targets clergy&#8221;</h2>



<p>Orthodox theologian and human rights defender Natalia Vasilevich – who now lives outside Belarus – has warned of regime surveillance of priests. &#8220;The regime is monitoring social networks of all the clergy of different denominations,&#8221; she wrote on 19 April on <a href="https://t.me/s/burbalka">her Telegram channel</a>. &#8220;Regional <a href="https://www.forum18.org/archive.php?article_id=2612">Ideology Departments</a> are busy scanning local clergy&#8217;s Facebook and Instagram accounts, as well as other independent media they read.&#8221;<br><br>Human rights defender Vasilevich warned that officials are looking for &#8220;any pretext&#8221;. This includes <a href="https://www.forum18.org/archive.php?article_id=2734">finding Ukrainian flags or the white-red-white Belarusian flag</a> associated with the opposition, and reposts of articles from Belsat, Radio Free Europe, and other independent media the regime has claimed to be &#8220;extremist&#8221;.<br><br>&#8220;This is aimed at cleaning the information space from any protest activities,&#8221; Vasilevich added. &#8220;Today, this is the main way the regime targets clergy in Belarus.&#8221;<br><br>However, various regional Executive Committee Ideology Departments denied to Forum 18 on 3 June that they monitor clergy&#8217;s social media accounts. &#8220;I have not heard of it,&#8221; Alexander Ilyasevich, Head of Minsk&#8217;s Region&#8217;s Ideology Department, claimed to Forum 18. &#8220;As an ideologist I do not do such things.&#8221;<br><br>Ideology Department officials have <a href="https://www.forum18.org/archive.php?article_id=2734">visited numerous clergy due to their opposition to the regime</a> and its actions.<br><br>Forum 18 asked the Office of the regime&#8217;s senior religious affairs official, Plenipotentiary for Religious and Ethnic Affairs Aleksandr Rumak, whether it monitors social networks for anti-war statements from clergy. The Head of its Religious Affairs Department Andrei Aryaev maintained that they simply conduct general monitoring of the media landscape. &#8220;We have always been doing it to assess the informational situation, but never clergy&#8217;s personal accounts in social media,&#8221; he claimed to Forum 18 on 3 June.</p>

<p><strong>Архимандрит Алексий Шинкевич (Минск):</strong><br>8 мая сотрудник СТВ, пропагандист Григорий Азарёнок начал травлю Шинкевича. Он <a href="https://t.me/Azarenok_TV/23831">разместил</a> у себя в телеграмм-канале возмущение <a href="https://youtu.be/onYIh5F7O7M">проповедью</a> последнего, произнесенной им в кафедральном соборе г. Минска в тот же день, с призывом помолиться об упокоении души первого руководителя независимой Беларуси Станислава Шушкевича. Ссылаясь на анонимный донос, пропагандист оскорбительно высказывался об архимандрите («Гапон», «Иуда», «Христопродавец», которого нужно «вытравить из тела Церкви»), и призывал «органы госбезопасности РБ» разобраться в ситуации в кафедральном соборе.</p>



<p><strong>Священник Сергий Резанович (Брест):</strong><br>18 мая начался суд по «делу Автуховича», обвиняемыми по которому проходит семья православного священника Сергия Резановича, настоятеля храма святого Архангела Михаила в агрогородке Степанки Жабинковского района (Брестская область) &#8211; он сам, его жена Любовь и сын Павел. Они были задержаны в Бресте и помещены под стражу 1 декабря 2020 г. Они обвиняются по уголовному делу по якобы созданию террористической группировки, которая занималась поджогом автомобилей и домов силовиков (ст. 289 УК — «Акт терроризма»). В феврале 2021 госканал ОНТ показал (https://www.youtube.com/watch?v=dDdx4csUkhw) фильм «Тротил протеста», в котором они фигурировали во время допросов. Из этого фильма следует, что Резановичей привлекли к уголовному делу за то, что они разрешали Автуховичу пожить у них дома, и якобы при обыске в доме были найдены различные боеприпасы и оружие. Вся семья была <a href="https://mediazona.by/news/2021/02/15/terrorists">включена</a> в список лиц, «причастных к террористической деятельности». Любовь Резанович как «особо опасную» даже <a href="https://t.me/christianvision/2616">поместили</a> в отдельную клетку. Сергий Резанович в суде отказался от показаний, были <a href="https://t.me/christianvision/2649">зачитаны</a> показания, данные им во время следствия. Из них следует, что он якобы слышал от Николая Автуховича о расплывчатых планах сбить из ручного гранатомёта борт №1 (самолёт Лукашенко).</p>



<p><strong>Римско-католическая Церковь в Беларуси</strong></p>



<p><strong>Ксёндз Андрей Кевлич (Горки):</strong><br>12 мая состоялся суд над ксендзом Кевличем, деканом Могилевского деканата, настоятелем прихода Матери Божьей Белыничской в г. Горки. Ему был <a href="https://t.me/christianvision/2606">назначен</a> штраф в размере 20 базовых величин. Кевлич был <a href="https://t.me/christianvision/2545">задержан</a> 18 апреля после мессы, в Горецком РОВД в отношении него составили протокол по ч. 2. ст. 19.11 КоАП &#8211; в <a href="https://t.me/christianvision/2546">связи</a> с репостами в фейсбуке со страниц независимых сми «Белсат» и «Радио Свобода». Оба репоста касались российской военной агрессии против Украины. Мобильный телефон был изъят. Назначен на утро 19 апреля суд не состоялся, был перенесен на 27 апреля, но также не состоялся, протокол был <a href="https://t.me/christianvision/2566">отправлен</a> на доработку — из-за нестыковок в датах, указанных в материалах.</p>



<p><strong>Ксёндз Анджей Бульчак (Поставы):</strong><br>13 мая состоялся суд над ксендзом Бульчаком, против него заочно было <a href="https://t.me/christianvision/2608">вынесено</a> постановление и наложен штраф в размере 30 баз. вел. по ст. 19.11 КоАП «распространение экстремистских материалов». Поводом к преследованию <a href="https://t.me/christianvision/2490">стал</a> размещенный на ютубе прихода <a href="https://www.youtube.com/watch?v=IXTW8k4eWm8">видеоролик</a> «Письмо», в котором по-польски объяснялось, что беларусы против войны в Украине. На одной фотографии был логотип телеканала «Белсат», а также бчб флаги. Суд должен был состояться 25 марта, но тогда документы были отправлены на доработку. Из-за угрозы преследования Бульчак, гражданин Польши, проживший в Беларусь 14 лет и на тот момент являвшийся настоятелем храма Иисуса Милосердного в Поставах, вынужден был выехать из Беларуси. Повестку на суд священник <a href="https://t.me/christianvision/2605">получил</a>  по вайберу.</p>

<p>По информации, которая поступила «Христианской визии», сегодня сразу после мессы в костеле в Горках был задержан священник Андрей Кевлич, декан Могилевского деканата. Он находится в Горецком РОВД. Что стало поводом к задержанию, пока неизвестно.</p>



<p>В социальной сети фейсбук аватарка о. Андрея оформлена в цветах украинского флага.</p>



<p>Ровно месяц назад, 17 марта, ксендз Андрей Кевлич был назначен Могилевским деканом, охватывающий католические приходы восточной части Могилевской области. 26 марта священника “навестили” представители райисполкома.</p>



<p>Священника отпустили из Горецкого РУВД. В отношении него составили протокол по ч. 2. ст. 19.11 КоАП (Распространение информационной продукции, включенной в республиканский список экстремистских материалов, а равно изготовление, издание, хранение либо перевозка с целью распространения такой информационной продукции).</p>



<p>Завтра, 19 апреля, в отношении о. Андрея состоится суд. Начало &#8211; в 9:00.</p>



<p>Священнику грозит штраф либо административный арест. Поводом для задержания и суда стал репост с сайта, признанного экстремистским.</p>
